Country pictorial stamps were first issued in 1999 to replace the 'regional' machin stamps. The first sets were issued without white borders. It was not until 2003 that Royal Mail changed their policy and decided to issue the stamps printed with white borders - this has continued up to the present day. Because the 2003 sets were very similar to those already in use without borders, many collectors missed the issue, thinking that they had already got them in their collection - making this set one of the most scarce in the series.
